Function Description:
This position is responsible for providing technical expertise and work coordination for a team of testers within ITD-Delivery Management. The successful candidate for this challenging position is a highly skilled QA technology resource and a thought leader who identifies and develops new methodologies for the organization. This resource also functions as an independent contributor on projects.

Job Scope:
• Coordinates testing activities across multiple projects
• Provides guidance and direction for the testing approach/plan for each project effort
• Provides consultation to less seasoned testing staff, monitoring work efforts for potential issues
• Works with the Project Lead Tester to guide proper timing/resource allocations of each testing piece within a project to leverage available resources and provide a streamlined, cohesive effort. Determines dependencies within or outside of the project and understands the level of expertise of each tester assigned.
• Acts as a liaison between onshore and offshore Quality Assurance staff, providing resource planning assistance and mentoring where needed. Ensures staff understand and deliver to established standards
• Develops and implements efficient and effective test plans for new systems problems and/or enhancements.
• Maintains an expert understanding of QA testing methodologies processes and associated automated testing tools and applies that knowledge to achieve organizational success.
• Works with project and resource managers to assign resource, set dates and set expectations for projects
• Defines and documents test requirements on assigned projects. An Active participant in all project meetings and reviews.
• Analyzes and profiles data to meet project needs.
• Solves unique and complex problems with broad impact on the business.
• Influences senior leadership to adopt new ideas, products, and/or approaches that improves product delivery time frames quality and required effort.
• Translates highly complex concepts in ways that can be understood by a variety of audiences.

Qualifications:
• Must be a U.S. Citizen
Bachelor’s degree or higher
• 6+ years of quality assurance/testing experience or equivalent.
• Solid understanding of the full Systems Development Life Cycle (SDLC)
• Solid understanding of databases and data warehousing
• Excellent written and oral communication skills
• Experience in creating test plans, cases, and scripts without the use of testing case tools
• Working Knowledge of COGNOS (or other BI tools) desired.
• Expert knowledge of Test Director and/or Mercury Quality Center.
• Experience in writing complex SQL and executing test scripts
• Expert MS OFFICE knowledge of Visio, Excel, Word and Access.
• Knowledge of Health Care Services industry desired
